incrementing cell with table based on other cell value
I am trying to arrange a formula so that;
a) if a specific cell is empty then this one is blank
b) this cell increments, according to a list/table, until a cell that follows falls below .4 (40%)
c) this cell changes colour if it is not able to increment high enough to allow the other cell to fall below .4(40%)
The cell I'm trying to get working is Conduit!E4 using table Tables!G5:G13 based on Conduit!H4's value.
I don't know if I have explained this well so if clarification is needed please do not hesitate to ask.

On which basis you put values? After looking at it more last night I thought maybe using index(Tables!,(Match(table,x.x) or something in this line. You want above values as result??? Coz, still no one is answered. May be my questions make them clear. In Sheet "Table", Column F is left as blank but respective Column G has some values, How is it? Is there anything missed in Column F.
