you can use lookup here. however you need to get the top value of the range first.
=RIGHT(H$1;LEN(H$1)-SEARCH("-";H$1;1))*1
so you will get the top limit. Then:
=LOOKUP(RIGHT(H$1;LEN(H$1)-SEARCH("-";H$1;1))*1;A:A)
this formula will get the closest result lower than the upper limit if it can not find an exact value.
