Hyperlink exporting to PDF (using Adobe or something else?)
I always recommend updating Windows and Office beforehand.
Suggested solution:
File > Export (or Save As) > Create PDF/XPS Document > Options > PDF Options: ISO 19005 - 1 - compatible (PDF/A) uncheck and try again.
If it doesn't work, try printing where you can select "Microsoft Print to PDF" as the printer selection and also save it.
An additional thought would be to deinstall all add-ins and try everything again.
Finally, with your permission, I recommend that you provide information about your Excel version, operating system and storage medium for your concerns, so you could come up with a solution much faster and more accurately than just my assumptions above :).
Thank you for your understanding and patience

I'll keep trying and see what I can come up with.

Please keep in mind that nobody here on the forum can see what you can see on your monitor. The last thing I can only guess at (if you've really tried everything suggested so far) and strange as it sounds, is turn off any VirusSoftware you may have and then export the file.
