How to use vlook for blank and non blank cells

Hi, 

I have a set of data set 1 and set 2 where I want to use vlookup from set 1 and search the amount 1

but if set 1 is blank need to show amount1 only , again in next match it has to show 0 as highlighted in Red font. 

Any idea how can i achieve such result would be highly appreciated.
