How to set up an Excel workbook with a password but allow 'read only' without password

We used to be able to create a Workbook spreadsheet every year for our staff rota that required a password to edit but it allowed people to view a 'read only' version without a password.  This option seems to be gone!  Can anyone help?  We need the staff team to be able to view the rota but not be able to make changes.  Thanks.

    Press F12 to display the Save As dialog.

    Click Tools to the left of the Save button.

    Select 'General Options...' from the drop-down menu.

    Leave 'Password to open' blank, but enter a 'Password to modify'.

    Click OK.

    Enter the password again as confirmation and click OK.

    From then on, the user will see a dialog when they open the workbook:
