What is the source of this Excel file?

Thank you for your response. What do you mean by that?- Well, given the structure of the data in your screenshot I suspect the file wasn't actually an Excel file, but e.g. a (poorly formatted) CSV file.
- Do you have any idea how to approach this problem? I'm trying to find a solution last 3 days, couldn't find anything helpful. Thanks in advance
