How to conditionally format a seperate column where the data is a whole column?

Below I have attached a screenshot of a small project I am working on. I want the user to input several times in the "time" column and then the grid is conditionally formatted to make a 30-minute block. This is being used as a scheduling system. Any help would be perfect!
