How to add Countif to exisiting IF Condition

Hello All,

I have a lengthy IF condition formula in column "BB" in the attached file. I need to add "Countif" condition ( "COUNTIF(H:H,H2)=1") to that existing formula to exclude duplicate numbers from column H. Need Help.
