Your deal stage is interpreted by Excel as

<>Declined"<>Pricing

which it fails to find. Try

= COUNTIFS(
    Opportunities_table[ESTIMATOR],  "JAMES",
    Opportunities_table[DEAL STAGE], "<>Declined",
    Opportunities_table[DEAL STAGE], "<>Pricing"
  )
