If I understand properly, here is a solution for you with a sample file
I used this formula in Cell C1
=IF(AND(A1<>"",B1=""),1,IF(AND(A1="",B1=""),0,(A1-B1)/B1))
there are 3 situation
- both columns A & B have values
- A has value, B doesn't
- B has value , A doesn't
