I'm still new to Excel, so I need some help. I want to mark a cell value to its corresponding pay rate group in another column with a "1" or "x". How can I do that?

First thing I would do is to get rid of the group ranges like "11:00-11.99". These are texts and make it unnecessarily complicated to calculate with.
The example checks if the Pay rate for the employee is >= the column header AND < the next column header. That returns either TRUE or FALSE. Putting the double dash ( -- ) in front, turns it in 1 or 0. Then use a custom format to suppress the zeroes. Cell H1 is needed to capture all pay rates greater than 13.00. But you can hide column H, so that it doesn't show.
Important that you learn about absolute and relative cell referencing (managed by the $ signs in the correct places) and custom formatting.
