Formula to Copy Cell Content with Formatting
Hey all, does anyone know whether there is an excel formula that will insert into a target cell the value and formatting from a source cell?

Select the source cell, right-click, choose Copy or press Ctrl + C. Then, right-click on the target cell and choose Paste Special > Values to paste just the value, or choose Paste for both value and formatting.
Formulas don't transfer formatting.
If cell A1 has conditional formatting, you can create conditional formatting rules for B1 to apply the same formatting.
Alternatively, you can use the Camera tool to create a "live" image of a cell or range. See What is Excel Camera Tool and How to Use It?
