Fill down/Duplicating Cells Based on Value Criteria

Looking for some help on a pretty basic process. Purpose is to create labels based on inventory packing list criteria. So lets say I have this sheet:

I need to be able to quickly create the amount lines for each item based on the value. So that the list above becomes this list below and then I'll able to do a mail merge for labels.
