Excel help

I would like to create a formula thst counts data in a column thst is above a certain value. But I only want it to count when this happens for 2 out of 3. 

So I want it to like at rows 1,2 and 3 and if 2 of those rows have data that's above 1 then count the high values. Then I want it to count rows 2,3 and 4 and do the same and on and on...

How could I achieve this in excel?
