If you have 365, you could use the IMAGE function.

Eventually, it's going to be as easy as this:
The above is a screen capture from Excel 365 running an Insider's build where you can insert a picture directly into a cell. For your task, it'd simply be a matter of inserting the pictures in a sheet - each picture in an individual cell and then referring to the cells with pictures where needed.
