Is it possible?
Yes. Just create a table of city names and associated taxes. Use the city name as the basis for the drop down. I've attached a simple example.

It makes more sense to increase the table. Part of the idea of a table and the associated data validation aspect of the drop down is the greater assurance of data integrity. For the sake of a reliable spreadsheet, you don't want users to be able to make random entries.
