difference in time in milliseconds for binary state logic

I am trying to take the data in a csv file and chart the logic states over time. Excel is not liking the time format. I can attach the csv file if needed. 

I was thinking that i need to calculate the elapsed time for each state in order to plot the data so i know that it was 1 "True" for .425 seconds and then 0 "False" for 1.3 seconds and plotted for the entire duration.
