I to struggled with this and finally tried creating a macro and it worked. I simply selected View>Macros and selected record macro. I called it Borders and then selected Shift +B which Excel included the CTRL key and saved it in Personal Macro Workbook and started it.  Then selected a small range of cells, then selected the Border icon just to the left of the fill color icon and selected All Borders and then stopped the Macro. To my surprise, when I went to a new sheet. highlighted a group of cells and selected Ctrl Shft B, All Borders appeared.  I have tried it several times and it works perfect.  Couldn't be happier!

  • If you right click on the bottom border icon (after selecting the borders icon) then select add to quick access toolbar, you'll then have a button to use repeatedly
