Either I missed something or your analysis of the file is not really accurate:
- When "ssb-PositionsInBurst" exists, there's not always "InOneGroup" and "groupPresence" in the same set of records
- "and each freqBandIndicatorNR has it's own ssb-ToMeasure Bitmap and it's CellReselectionPriority"
Nope, i.e. freqBandIndicatorNR 258 has none of them
