Creazione formula matematica/mathematical formula creation

Di seguito scrivo il problema da cui creare una formula:

-Se le spese sono inferiori a €3000, il conduttore paga le spese in relazione al consumo, fino ad un importo massimo di €1500. Il resto delle spese è a carico del locatore.
-Se le spese superano €3000 ma sono inferiori a €4000 il conduttore paga il 50% dell'importo, il resto delle spese è a carico del locatore.
-Se il consumo eccede €4000, il locatore paga €2000, tutto il resto è a carico del conduttore.
-I valori di riferimento (€3000,€4000 ecc.) sono al prezzo del combustibile/litro a €1,05.

Qualcuno saprebbe creare una formula che al cambiamento del prezzo del combustibile cambiano i valori di riferimento? Grazie

-If the expenses are less than €3000, the tenant pays the expenses in relation to consumption, up to a maximum amount of €1500. The rest of the costs are borne by the lessor.
-If the expenses exceed €3000  but I am less than €4000, the tenant pays 50% of the amount, the rest of the expenses are borne by the landlord.
-If consumption exceeds €4000, the landlord pays €2000, everything else is paid by the tenant.
-The reference values (€3000, €4000 etc.) are at the price of fuel/litre at €1.05.

Could anyone create a formula that changes the reference values when the price of fuel changes? Thank you

      it seems perfect, but excuse my ignorance, by increasing the price per litre, we make it double €2.10, is it normal for the values 1 and 2 to halve? example, if fuel costs €2.10, it takes half the number of liters to reach the reference figure, so shouldn't the reference figures double? thank you always
