Try replacing
WeeklyAvgs[[W/E 1/13]:[W/E 1/5]]
with
INDIRECT("WeeklyAvgs[[&$C$1&"]:["&$C$2&"]]")

& concatenates text strings. For example "A" & "B" returns "AB".
