Ok. I'm getting closer.
I'd like to Replace the G3:G9 Range with a =MAX Statement, but I am having difficulties, getting it to work. The other parts of the formula are fine
=COUNTIFS(G3:G9,">="&TODAY(),G3:G9,"<="&TODAY()+7,D3:D9,"="&"(blank)",A3:A9,"="&I4)
