Conditional Formatting

Hi, I'm accounter  and I use Excel for Mexico taxes,   (Sorry for my english)

 

Ok,

 

As in Mexico there're many of taxes for the same income, I have configured "Conditional formatting" to know what rate to use. This are the charts:

TAX 1:

 

TAX 2:

 

So, if I win $285.40 I should use the Range 1 of tax 1, and range 1 of tax 2.

 

Now, if I win $870.00 I need to use the Range 1  of tax 1, but the range 2 of tax 2.

 

Ok, In excel should happened this:

But that don't automatically happened ¬¬, look:

 

In the 3rd case, $1,950.00 is:

TAX 1: RANGE 5...... OK

TAX 2: RANGE 2 ..... BUT IS IN BLACK, NO RED.

 

This are my settings:

First in order of prioritySecond in order of priority

 

And when i change the order,:

Putting in the list first the letter color and  then the background in the priority order, this is what happened:

 

What should I do?

 

ADD INFO:

INSIDE THE BACKGROUND RULER

COLOR SELECTED: Automatic, why? because this should be decided by the ruler of tax 2, don't it?
