Conditional Formatting not transposing

I wonder if someone would be kind enough to help me as I'm very much a semi-competent novice when it comes to this sort of thing! I'm attempting to copy and paste conditional formatting but when I do so the 'Cell Value' in the 'Rule' box is always fixed?

 

I've added conditional formatting manually (I'm sure there's a faster way to do it, but never mind for now lol) to to C16 to N16 so that if the value in said cell goes higher, lower or equal to the value in C4 to N4 it will change to red or green.

 

When I then copy and paste the 'labour %' row from week 1 to week 2, the formulas themselves transpose but the conditional formatting doesn't. For example: C32 is still turning red or green based on the value of C4 instead of C20. I've got 52 weeks to complete ðŸ˜ª

 

Any help would be greatly appreciated ðŸ˜Š

      HansVogelaar THANK YOU SO MUCH!!!!! It was driving me crazy, I couldn't work out what I was doing wrong. I thought the $ did the opposite and kept it relative... if that's the correct term?
