This is an example made on a Mac, but it's similar on PC.
The CF rule would be:
=$G$1-$F$1<TIME(0,10,0)

Select the entire range you want to format, and change the formula to
=$G1-$F1<TIME(0,10,0)- THANK YOU!!!!!😊😊😊
