Conditional Formatting - only the first rule works

Hi,

I've added basic conditional formatting to a colleague's spreadsheet, where numbers between certain percentages display as green yellow or red in a traffic light system. 

The conditional formatting is done correctly on both my spreadsheet and my colleague's spreadsheet to my understanding, however, it doesn't work on my colleague's spreadsheet; only the first rule (red) works. I've attached screenshots of all of the rules and how they were done. 

Could someone please help with any reasons as to why the exact same Conditional Formatting would work on my spreadsheet but not my colleagues?
