Concatenate Issue

Trying to concatenate rows, but I am missing something here. Kindly help.

 

In attached workbook, I have sheet with name Test. I am trying to concatenate the rows based on their "ID Code" column as this is unique reference for the country here. Now, I want to bring these into one single row rather than having. 

Note: I will be working on data rows of more than 15000.

      Could you please clarify what exactly do you mean under rows concatenation, in which form the result shall be. Better if you could illustrate by manually created sample for one of countries.

      India and China have the same code (rows 2 and 3) is that misprint?
