Combine different formats into one cell

Hi, I am looking for a solution to combine different formats into one cell, i.e. I want to have an output that look like this: "incl. 8.1 % VAT from 1 January 2024". Whereas the percentage 8.1% is a reference to cell B1 and the date 1 January 2024 is a reference to cell B2. 

I have tried to combine these values, using the '&' symbol, but the output I get looks like this: "incl. 0.081 as of 45292". Is it possible to convert the different formats within the cell? Many thanks in advance.
