Charts with one column of data and a custom vertical axis

HELP!  I don't do a lot of charts in excel and I cannot for the life of me figure out how to create a chart using just one column of data that I have (It's percentages) which needs to be the horizontal axis and the vertical axis needs to be a custom range (the auto range shows 0-70%, I want it to be from 50-70%.  Everytime I try and change the bounds or units it inverts the data bars and move them to the top.  I have no idea what's going on.  Any direction would be appreciated.
