CELL FORMAT CHANGE
I have some problems with excel changing cell format in previous files or files coming from outside.
When I try to change from general to value, excel change to customer format and the sum is not possible.
When I try to change from customer format to value, it doesn't work.

PROBLEM SOLVED!!!
I found how to change setting in the imported file ( exploring around some of your previous ideas - i.e. text to column, decimal separator, ... ).

Sometimes, Excel treats data imported from other sources as text.
Try the following:
- Select a column with such data.
- On the Data tab of the ribbon, click Text to Columns.
- Select Delimited, then click Finish.

The file was already configurated in that way.

Could you attach a small sample workbook demonstrating the problem (without sensitive data), or if that is not possible, make it available through OneDrive, Google Drive, Dropbox or similar?
