Advanced conditional function

Hello dear Excel experts. I am of average level on Excel and I encounter a difficulty with the conditional functions. I want to get a value that I will use to be able to calculate the rating of my commercial for each of the objectives assigned to them.

I want to evaluate each salesperson by reducing their results to a single notification scale based on their percentage of achievement of their objectives. My goal is to have a final score out of 20 through the balanced score card model.
