Team Members use rights

I'm looking to confirm that a user with a Team Members license can create and edit requisitions.  There seems to be a conflict on this in the May Licensing Guide..page 37; there is a bullet that says "Create requisitions."  On page 49, Appendix C; there is a line showing for the Team Members license..."Requisitions: create and edit."  We have a client that will have a workflow and one step may be routing the req back to be edited.  I appreciate the help.

    I see where you could consider it a discrepancy, however there's no conflict.

     

    To confirm,pg. 38 summarizes rights for all operations licenses while Appendix C breaksdown the individual licenses (Commerce & Finance) that includes the ability to create and edit requisitions:
