Deploy Sandbox using Business Applications Licenses
Good afternoon,
We currently have sandboxes in LCS that we are paying for. We redeemed the 25 licenses for Dynamics 365 Partner Sandbox – Operations Application from the Solutions Partner benefits, but have not found any instructions on how to link them to our existing sandboxes or even how to deploy them.
Please let me know if there is some documentation that I am missing or steps we need to follow.

When you say "Business Applications", do you mean business central? If so, your question is more technical and/or about configuration, which is out of my area of expertise. However, I may be able to provide helpful information.
I assume you're referring to the partner sandboxes that became available February 2022. I don't believe that you can "link" them to your existing sandboxes because they're meant to replace your existing Business Central licenses in an existing environment and will therefore not give you any additional environments on top of the environments you already had. Your snapshot seems to include steps, so were you able to follow each step?
From the information I found when searching Microsoft Learn Docs, in order for you to access your sandbox environment,you should open the App Launcher, choose the Dynamics 365 tile, then choose the Business Central Sandbox tile. There should be a sandbox environment picker that shows the available sandboxes that you can choose from - Managing Production and Sandbox Environments - Business Central | Microsoft Learn
