Cloud Migration Promo

What are the consequences if a customer with Cloud Migration Promo does not fully migrate to the SaaS?

What do you mean "not fully migrate to the SaaS"? With the Cloud Migration Promo the customer transitions from on-premises tot Cloud and thus cancels their EP for on-premises. Of course they can stay on-premises, but than they will be charged a lapsed fee for reactivating their on-premises.
Alternatively you could look at Dual Use Rights. Upgrade the on-premises to the latest version and license the on-premises environment by using Cloud licenses with DUR. See also the promo FAQ.

Thank you very much for your reply - so there is no penalty charged other than a potential lapsed fee if they want to keep maintaining their perpetual licenses.
