The “Create a PIN” page hanging during Windows 11 setup is a known issue. The workaround is to bypass PIN creation during setup, either by disconnecting from the internet before reaching that screen, or by using a local account option. Once you’re in Windows, you can add or fix the PIN from Settings > Accounts > Sign-in options.
