Priority of Microsoft 365 Apps admin center policies

Hi guys!

So I created a "Baseline" policy in the Microsoft 365 Apps admin center for our Office Apps, which is very strict. (assigned to every user)

If a create a new policy with a higher priority (0) for a specific department and leave some settings "not configured" are the configured settings from my baseline overwritten by that? Or does a higher priority only overwrite settings which are configured...

On another note: is it possible to force sync the office policy? I don't want to wait 24h to see my policy synced to my device
