Hello,
Why in older versions of Outlook, when you sent an email, could Recall Message with Actions option, in outlook 365 even you have that option the message is not recalling even if receiver does not read it?

Yes, this option does not seem to be working all the time. If user belongs to same organisation then the posibility is high to recall the message but incase user is not from the same org. then chances are very less to recall that message.
Yes by below:
- Check if Cloud-Based Recall is enabled in your organization’s Exchange settings.
- Use “Undo Send” in Outlook Web or Outlook.com for a short delay buffer.
