M365 Admin Center Integrated Report Message for few users in Outlook

Hi,

We have deployed "Report Message" for few users in outlook from M365 Admin center.

That add-in not coming automatically in OWA and OUTLOOK.

Actually, I want to deploy this app automatically in all selected users outlook.

Does it support F1 license too?

Please suggest.
