I have noticed that if someone doesn't have full administrative rights, the distribution list DOES sort alphabetically, but if you have editing access rights it does NOT. We have over 100 employees and it's infuriating to audit with zero sense of any rhyme or reason for the list. And no sense of urgency by microsoft to do anything about it.
