OneDrive Sharing settings can be managed independently using the OneDrive Slider, but if you start touching the SPO sharing slider you will see that there is a direct relation with the OneDrive one so if you restrict how sharing is done in SPO you are restricting in ODFB too....my advice here is to take advantage of the fact that you can set granular sharing configuration at thte site level
