FraudThrottle is an internal Microsoft anti-abuse control. It can only be cleared by engineering escalation, not SMB support. You should escalate through the Admin Center with explicit reference to FraudThrottle, call Microsoft Support with your case IDs, and request direct involvement of the Identity Protection engineering team.
