Distribution Lists M365 groups

Can someone please help me, we run a hybrid AD set up in otherwords AD is on prem and syncs to Azure.

I know that users are unable to administrer there own DL groups in exchange anymore but i am wondering of i set up M365 groups can they do it that way? 

I have tried but nothing seems to work so i am at a loss!! 

Any ideas please!
