Distribution List & Security Group
I need a group that is a distribution list (so we can send emails to members of the group) & a security group (so I can assign the group to intune policies). How do I accomplish this?
I don't want to just create the security group as our memebers don't like to go to groups in Outlook to check for email, they rather have it in their inbox...

You can use Mail-enabled security groups. In Microsoft 365, these are created via the Exchange Admin Center, or in the M365 Admin Center > Teams & Groups > Active Teams & Groups > Security groups > Add a mail-enabled security group.

Thanks, I always thought these groups had to go to Groups in Outlook to view email... I see they don't.
My other question is how do I allow one of our users to be an owner and add/remove members? Do they need to have permissions for Admin/Exchange admin site? or is there another way?
