Conditional Access problem

Hello, 

i have o365 subscription i want to deny some users so use their outlook on their laptops or mobiles.

i tired first to test it on my account ... i add a new Conditional Access policy that match my id and select all cloud apps then select the platforms and set the grant option to blocked.

the problem that the policy is not applied, my mobile and my computer still working probably without any problem ... anything missed configurations?
