Will not "turn off display after"

For quite some time now, and after several fresh reinstalls of Windows (yes from a USB and deleting partitions), my Windows will never turn off the display.  I am at my wits end with this right now.

I have been in IT for 20 years and know my way around Windows.  I have searched forums, chatting with AI.  Nothing.

In my power plan settings I have "Turn off the display" set to one minute.  When I lock my computer I have waited up to five minutes and the display stays on.

In PowerShell "powercfg /requests" shows "None" for everything but obviously I cannot run that after I lock it.  I have closed almost every software that normally runs.  I have unplugged everything I can from the computer.  I have tried a different monitor.

No matter what I do it will not turn off the display after I lock it.

Certain applications (browsers, video players) or overlay software (GPU monitoring, screen recording) can hold the display awake.
