Windows Enterprise LTSC 2021 (Per Device) down-edition rights

Hi,

Can Windows Enterprise LTSC 2021 (Per Device) be "down-editioned" to Windows 11 Pro? I've found some information in the Product terms, but it only mentions 'Enterprise to Pro' down edition options. Does it refer to Windows 10 or Windows 11 Pro? Can someone explain to me how the down-edition rights work for Windows Enterprise LTSC 2021?
