Why does Task Manager sometimes open to a blank window on Windows 11?

Why would Task Manager open as a completely blank white window with no tabs and no process list, and why does it sometimes close itself right after launching? Why does restarting Explorer or rebooting only fix it temporarily before it happens again?

Could this be caused by a corrupted user profile, a broken system file, or a conflict with a recent update? And is there a way to rebuild or reset Task Manager without reinstalling Windows?
