Why Does My Computer Start Normally Only After I Restart It Twice?

My computer refuses to start properly on the first boot, but after I restart it twice, it suddenly works as if nothing was ever wrong. I need help figuring out whether this is a power supply issue, a BIOS setting, a failing drive, or some startup process that only settles after multiple attempts.
