Unable to set different wallpaper on duel monitors

Since upgrading to Win11, I am unable to set a different wallpaper to my two monitors. When I rigt click on the image I want on the Personalisation > Background screen, the only options available are "Set for all monitors", "Ste for monitor 2" and "Set for monitor 2". That is not a typo, there are two options for "Set for monitor 2" showing and clicking this changes the image for both screens. I have seen others have had this issue but they are getting "Set for Desktop 1" and "Set for Desktop 2" as they appear to have a second virtual desktop running, but this is not the case for me (I have checked and I only have 1 desktop when I press Win + TAB). I would love to find out what is happening and how to fix this.

OS: Windows 11 - 21H2 (Build: 22000.978)

My monitors are connected via DP on a NVIDIA GeForce GTX 1660 Super at 165hz each.
