Unable to Resize Drive C to Create a Dev Disk

Hi

On a new Windows 11 Pro laptop,  I am attempting to create a 50 Gb Dev drive.  Unfortunately, it looks like there is an unmovable file installed on the C Drive, seems be stopping it only shrink to 124 GB.  So is the strategy to go through the C drive and turn off page files, Bitlocker et al. until I am able to shrink the CD drive.
